Frances was born in Tifton, Georgia, on January 17, 1941, to the late James Samuel and Julia Turner Fleming. She grew up in Brundidge, Alabama, and spent most of her adult life in Birmingham, Alabama, where she raised three children with her loving husband Hal. They were faithful, dedicated members of Dawson Memorial Baptist Church for forty years where they were very involved in every aspect of church life.

Frances was a devoted wife and mother. She played the piano beautifully. Frances loved to read (especially the Bible), shop for antiques, spend time with family, travel, and spend time at the beach. She was a genuine, kind hearted woman who made everyone she met feel special. Frances and Hal retired to Oxford in 2006 and became members of North Oxford Baptist Church.
